E-PARTISIPASI DALAM PEMBANGUNAN LOKAL (STUDI IMPLEMENTASI SMART CITY DI KOTA BANDUNG)

Abstract


Partisipasi merupakan elemen penting dalam pembangunan baik di wilayah perkotaan maupun perdesaan. Partisipasi masyarakat ditempatkan sebagai subjek aktif dalam pengelolaan pembangunan (active citizen). Artikel ini bertujuan untuk menggambarkan partisipasi warga dalam pembangunan melalui kerangka program smart city di Kota Bandung. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data wawancara, observasi, dan studi literatur/dokumen. Hasil penelitian menunjukkan terjadi pergeseran konsep partisipasi ketika program smart city diimplementasikan. Partisipasi masyarakat tidak lagi bersifat tradisional melalui tatap muka tetapi dimediasi oleh teknologi informasi dan komunikasi (ICTs) menjadi e-partisipasi. Program smart city khususnya smart government mampu
mempercepat koordinasi serta penyelesaian masalah. Penggunaan teknologi ICTs baik melalui portal, laman internet (web), maupun media sosial mampu mempermudah dan menyederhanakan mekanisme kerja serta mempersingkat birokrasi. Masyarakat juga menjadi lebih aktif berpartisipasi dalam pembangunan karena setiap masukan maupun laporan pengaduan ditindaklanjuti secara cepat dan mudah untuk dipantau. Selain itu, dengan penggunaan media sosial sampai tingkat kelurahan, seluruh kegiatan pemerintah dapat diketahui oleh masyarakat dan mereka dapat berpartisipasi aktif di dalamnya memberikan masukan maupun menyampaikan keluhan.
