Estimasi Willingness To Pay Pekerja Konstruksi Gedung Membayar Premi Asuransi Keselamatan dan Kesehatan Kerja (K3) dan Faktor yang Mempengaruhinya

Abstrak. Penelitian ini memaparkan hasil penelitian besaran kesediaan membayar Willingness To Pay (WTP) oleh pekerja konstruksi atas asuransi keselamatan dan kesehatan kerja (K3) mandiri hipotetik. Penelitian ini didasarkan survei menggunakan format Stated Preference dengan pendekatan metode Contingent Valuation di lima proyek konstruksi gedung di Kota Bandung. Metode elisitasi yang digunakan adalah closed-ended dichotomous choice melalui teknik double bounded (DB) dengan pengumpulan data melalui survei langsung ke sampel pekerja konstruksi gedung. Dari 151 responden, 107 di antaranya (70,9%) bersedia mengikuti program asuransi K3. Analisis empat model dengan menggunakan metode Chi-Squared Automatic Interaction Detector menunjukkan bahwa lama proyek, usia dan status responden menjadi prediktor yang baik bagi keputusan mereka. Analisis model DB dengan menggunakan semua data responden menunjukkan bahwa lama projek menjadi satu-satunya variabel yang signifikan pada level 0.05. Dari keseluruhan model estimasi yang dilakukan, WTP berkisar antara Rp. 57.552 (0,57% nilai tanggungan) dan Rp. 61.970 (0,62% nilai tanggungan). Hal ini berarti bahwa kesediaan membayarpekerja konstruksi di atas premi personal accident yang berlaku saat ini (0.25%"?0.40%).
Abstract. This paper presents the research finding of estimating the willingness to pay (WTP) by construction workers for a hypothetical independent safety-and-health-insurance. This research was based upon a survey using Stated Preference format under the Contingent Valuation approach, undertaken in five building projects in Bandung. The elicitation method employed was closed-ended dichotomous choice via double-bounded (DB) technique with data collection performed through direct interviews with construction workers. Of 151 respondents, 107 (70.9%) were willing to participate in the hypothetical insurance package. The Chi-square Automatic Interaction Detector (CHAID)-based analysis of four developed models indicates that project duration, ages, and statuses of respondents are the best predictors in explaining their decisions. The DB analysis run on overall dataset demonstrates that project duration is the only statistically significant predictor at the 0.05 level. Based on the four models, the WTP ranges between Rp. 57,552 (0.57% of the coverage value) and Rp. 61,970 (0.62%) per project, which is greater than the current personal accident premium (0.25%"?0.40%).
